Driveway culverts and piped ditches, built to the permit

Culvert installation sets a pipe under your driveway or in an open roadside ditch, so the water keeps moving. Construction Site Development digs out the ditch, sets the pipe, backfills it and regrades the swale at each end. Your permit or an engineer's plan sets the pipe size, length and end treatment, and we build to it. We dig with our own excavators and backhoe, and our own dump trucks haul the spoil away.

We work out of the Citrus Park area of Tampa and cover Hillsborough, Pinellas and Pasco counties. We serve homeowners on streets with open roadside ditches in places like Lutz and Land O' Lakes. We also work with builders who need a driveway connection for a new home. Call (813) 453-5883 for a free estimate.

What We Handle

  • Open ditches piped where the permit allows
  • Pipe size taken from your permit or plan
  • A firm, even bed under the pipe
  • Backfill compacted around and over the pipe
  • Swales regraded at both ends
  • Our own dump trucks haul spoil and fill

How culvert installation works, step by step

Driveway culvert installation starts with paperwork and marked lines. Florida law requires notice to the state's free notice system at least 2 full business days before digging. The owners of buried lines then mark where their lines run, with paint or flags. For a culvert replacement, we dig out the old pipe first. Then we shape a firm, even bed for the new pipe at the slope the plan shows. We set the pipe, add the end treatment the permit calls for and backfill around it. We compact the backfill in place around and over the pipe. Last, we regrade the swale at each end so water can reach the pipe.

Trying to eliminate your ditch? Ditch piping lays pipe in the open ditch, where the permit allows it. The pipe still carries the water, now under the ground. We backfill over the pipe and grade the strip so you can use it. The fill for the ditch comes in on the same trucks that haul the spoil out. For builders, we set the driveway culvert and can handle the building pad for a new home as well. Standing water away from the road is another job, often handled with a french drain for a soggy yard.

Who issues the permit for your culvert

Start by checking that your address lies within unincorporated Hillsborough County. There, construction work in the county right of way needs a county permit. A new driveway crossing goes on the Driveway Access permit, which covers home driveways. Piping a ditch with no driveway falls under the ROW Use Permit for other uses. You file the application through the county's HillsGovHub portal. Staff review the application and plans, then tell you when the permit is ready. Closing a lane or the road for the work takes a separate Temporary Traffic Control permit.

Inside Tampa, Plant City or Temple Terrace, the county does not issue these permits, so you go to the city. In Tampa, driveway work in the city right of way takes a city right-of-way permit. You apply on the city's Accela website, and review takes about 12 to 15 business days. In Pasco County, the county's permit forms include its own Driveway Connection application. Ask the agency which permit fits your road and your job before any work starts. Get the approved permit and its plan in hand before any digging starts.

What drives the price of a culvert job

Several things move the price of culvert pipe installation. The first is the pipe the permit calls for, its size and its material. A wider driveway or a longer ditch run needs more pipe and more digging. End treatments add work at each end of the pipe. A deeper ditch means more digging and more backfill. Then comes the haul: old pipe and spoil go out, and fill comes in on our own dump trucks. If an old concrete driveway must be cut out first, that adds a step. Tight access to the ditch can slow the machines.

The paperwork side has its own costs. Permit and inspection fees are set by the agency that issues the permit. In unincorporated Hillsborough, a right-of-way permit includes 5 inspections, and each re-inspection past those carries its own fee. Closing a lane adds a Temporary Traffic Control permit to the job. Rework after a failed inspection adds time as well as fees. We price each culvert job after we see the ditch and the driveway. FAQ

Culvert Installation Questions, Answered

Who is responsible for the culvert pipe under my driveway?
The agency that issues your permit can tell you who maintains the pipe once it is in. Ask before the work starts, so you know who handles a future repair. On a Hillsborough County permit, the permit holder must first check for county projects at the site. We build the pipe to the approved permit.
Do I need a permit for a driveway culvert?
Yes, when the driveway meets a county road in unincorporated Hillsborough. The county's Driveway Access permit covers home driveways, and homeowners as well as contractors can apply. In Tampa, the city's right-of-way permit covers driveway work in city right of way. In Pasco County, start with the county's Driveway Connection application.
How long does culvert installation take?
The timing depends on the permit review and the line marking. Inside Tampa, the city says right-of-way permit review takes about 12 to 15 business days. Florida law also calls for notice at least 2 full business days before any digging. Once the permit is issued and the lines are marked, we set a start date with you.
Can the ditch in front of my house be filled in?
It can be piped and covered where the permit allows it. The pipe goes in the ditch so the water still has a path, then we backfill and grade over it. In unincorporated Hillsborough, that work in the county right of way needs a ROW Use Permit for other uses. Ask the agency before you count on a filled ditch.
What size culvert pipe do I need?
The size comes from your permit or an engineer's plan. That paperwork also sets the pipe length and the end treatment at each end. Hillsborough County strongly recommends a licensed professional for any work that needs engineering plans. Bring the permit or plan to the estimate, and we will price the job from it.

Why Choose Construction Site Development

Why Tampa Bay Property Owners Call CSD

A Family Legacy in Construction

Two brothers run the company and carry on their family's work in the construction field. One of them is on the job sites himself. The people who price your job are the people who do it.

The Hauling Is Ours

Our own dump trucks run under USDOT 3805736, and our own excavators and skid steers do the loading. Debris leaves on our schedule, not a bin company's. The teardown and the haul-off are one job and one price.

One Company, Whole Site

Demolition, clearing, excavation, grading, fill and the pad, handled by the same team in one sequence. No waiting on a second sub to show up. The lot moves from standing house to build-ready ground without a handoff.

Tampa Bay Is Home

We run out of the Citrus Park area of Tampa and work Hillsborough, Pinellas and Pasco counties every week. Short runs mean machines show up when we said they would. Call and you get an owner, not a call center.
